AS11250 (TRI-STATE-G-AND-T) belongs to Tri-State Generation and Transmission Association, a not-for-profit wholesale electric power cooperative headquartered in Westminster, Colorado. Every prefix RDAP resolved is registered to Tri-State itself, under the handles TRI-STATE, TRI-STATE-2 and NETBLK-TRI-STATE. Self-registered space with first-party handles across the whole inventory is a clean first-party signal and rules out the IP-leasing shape.

Notable

The routed space comes from two unrelated blocks, 198.176.240.0-ish and 204.75.190.0-ish, held under separate ARIN network handles. That is the normal shape of a network that has been assigned space more than once over a long life rather than growing out of one aggregate.

Interesting

The ASN's ARIN registration dates to 1998, and unlike much of the surrounding AS11000 range it has not been recycled: the holder today is the same cooperative it was registered to. Tri-State itself predates the internet entirely, founded in 1952 to bring electricity to rural homes and farms across the West.
