AS11240 ATC-BROADBAND

ATC-BROADBAND is ATC Broadband, the local telephone-company-turned-broadband provider headquartered in Alma, Georgia, serving Alma, Baxley and Blackshear in the south of the state. The AccessATC name in the registry and the accessatc.net reverse zone are the same operator.

What it's used for

Consumer and small-business broadband in a rural service area. RIS observes 21 IPv4 prefixes / ~13,824 addresses, five IPv6 prefixes (a 2607:3200::/32 plus several /48s), and only three observed neighbours. Three neighbours is a classic small eyeball ISP: it buys transit, it does not sell it.

Reverse DNS is the clincher, and it is unusually explicit. The subscriber pools answer as cable.atcbroadband.com and dsl.atcbroadband.com — the operator has named its access technology directly in the PTR — while infrastructure carries names like atc-rtr.accessatc.net, alma-stgr1-cm1.accessatc.net (a cable-modem termination device at the Alma head-end) and spam.atcbroadband.com, a mail filter. Access pools plus head-end gear plus a mail platform is exactly the inventory of a small incumbent broadband operator.

Notable

Nearly all the space is registered to ATC-BROADBAND itself. The one exception, 72.162.200.0/23, is registered to GADTAE — the Georgia Department of Technical and Adult Education — which is a customer whose space the ISP announces on its behalf. Announcing a customer's registered prefix is ordinary ISP behaviour and is not the multi-registrant scatter that signals IP leasing.

Interesting

The atc.cc domain also appears in the rDNS (oke-hub-3800.atc.cc), a leftover naming convention from an older generation of the network's aggregation routers.
