WHRONET is WHRO Public Media, the public television and radio operation serving Hampton Roads, Virginia. WHRO is unusual among public broadcasters: it is owned by a consortium of local public school divisions, the Hampton Roads Educational Telecommunications Association, and its remit has always been instructional as much as broadcast.

WHRO's own services plus connectivity for the education community it was built to serve. RIS shows 10 announced IPv4 prefixes covering 5,632 addresses, no IPv6, and 3 observed BGP neighbours — a modest, multihomed regional network, far too small and too sparsely peered to be doing transit for anyone at scale.

The reverse DNS is what makes the dual role visible. Alongside first-party hosts like wwwmail.whro.net and 5.di.whro.net, the sample turns up lana-5.chcs.pvt.k12.va.us — a Virginia K-12 school hostname sitting inside WHRO's 64.5.128.0/20. That is consistent with WHRO's long-standing role as a shared technology and connectivity hub for area school divisions rather than purely a broadcaster.

Interesting

All ten announced prefixes are registered to WHRO-NET, WHRO's own ARIN handle: the covering /20 and every more-specific carved out of it. Self-registered space with first-party rDNS is the clearest available signal of a real operator using its own addresses, and it rules out any question of the block being leased or brokered. The deaggregation into /22s, /23s and /24s on top of the /20 reflects delegation to distinct sites and member institutions.
