NCIC here is NCIC Operator Services of Longview, Texas — the wholesale operator-services and directory-assistance arm of NCIC (NCIC Correctional Services / NCIC Inmate Communications). It has nothing to do with the FBI's National Crime Information Center, which shares the acronym.
