MATRIX-BROADBAND is the network of Zinnia Networks Inc, which trades as Matrix Broadband, a fixed-wireless and DSL internet provider in California's northern Central Valley, registered to 1660 W Linne Road in Tracy, CA. The AS still carries the legacy ASName CALDSL from its California-DSL days.

Consumer and small-business broadband access. Matrix Broadband sells month-to-month residential and small-business plans across Tracy, Mountain House, Stockton, Lodi and Valley Springs, and the routing matches that profile exactly: 17 announced IPv4 prefixes totalling about 4,352 addresses, no IPv6 in the observed RIS data, and only 2 observed BGP neighbours. A network that peers with a handful of ASes and announces a few thousand addresses is an access network buying transit, not a carrier selling it.

The prefix registrants line up cleanly with the holder rather than against it. The 192.0.8.0/24–192.0.15.0/24 run and 192.209.0.0/24 are registered directly to ZINNIA, and the 38.51.112.0/24–38.51.119.0/24 block is registered as ZINNIA-CGNT-NET-1 — space reassigned out of Cogent's 38.0.0.0/8 to the same operator. Self-registered space under one real, findable business is the signature of a genuine ISP, not the scattered multi-registrant pattern of an address broker.

The -CGNT- suffix on the Cogent-sourced block is a hint at how a small regional ISP grows its address supply: rather than obtaining a new ARIN allocation, it takes a reassignment from its upstream and announces it under its own ASN.
