Two upstreams and two /24s is the standard shape for a small multihomed campus: enough to keep the university's public-facing services (web, mail, VPN, portals for online and adult-learner programmes) reachable if one circuit fails, and nothing more.

Neither prefix is registered to the university. 50.236.76.0/24 belongs to a Comcast block and 207.93.211.0/24 to a Level 3 / Lumen block — both are provider-assigned space, allocated to the university by its upstreams and announced from its own AS number. That is entirely ordinary for an organisation that never held direct ARIN allocations, and it is a useful counter-example to the address-broker pattern: third-party prefix registrants are only suspicious when the registrants are unrelated shells. Here they are the university's own transit providers, which is the innocent explanation and the correct one.

The AS number was registered with ARIN in 2010, so the low number is not evidence of a long-lived network. Numbers in this range circulate.

Announcing provider-assigned space from your own ASN is what lets a customer keep its addresses reachable through a second, unrelated carrier — the reason a 512-address network bothers with BGP at all.
