Each convention centre gets its own address range out of the same pool.

Every announced prefix is registered to a Smart City SCN-* ARIN block, so despite address space drawn from half a dozen unrelated-looking /8s (24., 66., 67., 96., 208.), this is entirely first-party space. The scatter is an artefact of acquiring blocks over decades, not of leasing.
