DELIGHTSPEED-01 belongs to DE LightSpeed, the broadband brand of Delta Fiber, LLC — a wholly owned subsidiary of Delta Electric Power Association, the rural electric cooperative at 1700 Hwy 82 West, Greenwood, Mississippi. The co-op's contacts on the ARIN record still use @deltaepa.coop addresses.

What it's used for

Rural fibre-to-the-home across the Mississippi Delta. Delta Electric took federal CARES and Rural Digital Opportunity Fund money from 2020 onward to build gigabit fibre into unserved counties around Greenwood, and this AS is that network's presence on the internet. RIS observes 33 IPv4 prefixes carrying about 13,312 addresses, no IPv6, and 2 BGP neighbours — a subscriber network with two upstreams, not a carrier. The address count is in the right range for an FTTH co-op mid-buildout.

Every prefix the pack could resolve is registered to DFL-70, the Delta Fiber org handle, so the space is first-party. It is nonetheless acquired space rather than an original allocation: the blocks are old legacy ranges (162.118.64.0/19, 147.124.16.0/20, 153.75.32.0/22) that a co-op founded into broadband in 2020 could only have obtained by transfer. Consistent with that, one of the technical contacts on the ARIN org is Brander Group, an IPv4 address broker. Brokered acquisition of space that the buyer then registers to itself and announces itself is an ordinary way to get IPv4 in 2020; it is not the leased-address pattern, where the announcing AS carries blocks registered to unrelated third parties.

The ASN was registered to DE LightSpeed in September 2020, so the low number is recycled — nothing about AS11155 is a 1990s network. No PTRs came back on the 20 addresses sampled, which is a sample only; the classification here rests on the operator's identity and funding, not on reverse DNS, and is held to medium confidence for that reason.
