In practice it is a Cable & Wireless regional AS rather than a single-island one: the space it announces is registered to CWAG-* handles and the reverse DNS lands under candw.ag, the group's Antigua & Barbuda domain.

What it's used for

Incumbent telecom service across Cable & Wireless's Eastern Caribbean footprint. RIS observes 312 IPv4 prefixes carrying roughly 87,296 addresses, 15 IPv6 prefixes out of a 2604:a180::/32-sized allocation, and 8 BGP neighbours. That combination — a lot of address space, a lot of prefixes, but a single-digit neighbour count — reads as an access and service network with a small set of upstream and peering relationships, not a wholesale carrier selling transit to hundreds of downstreams.

The prefix list is heavily fragmented: a few /18s and /19s anchoring it, then a long tail of /22s and /23s scattered across many unrelated /8s. That is what an incumbent operator's inventory looks like after decades of small ARIN allocations and absorbed networks, and the registrant column confirms it is all first-party — CWAG-209-59-64-0, CWAG-76-76-160-0, CWAG-69-57-224-0 and so on, plus bare CWAG on the 204.16.11x /24s. There are no third-party registrants here, so the fragmentation is history rather than address leasing.

Interesting

The holder-versus-registrant mismatch is worth noting explicitly: the ASN's ARIN record names the Dominica operating company, but the routed space and rDNS belong to the Antigua entity. Cable & Wireless Communications runs its Caribbean operations (branded Flow) as one group, so this is intra-group, not a foreign network borrowing an AS number. Geolocating the whole AS to Dominica on the strength of the ASN record alone would be a mistake.
