AS11123 UIA

UIA is Ultimate Internet Access, Inc., a regional Southern California ISP established in 1996 and based in Wrightwood. It sells gigabit fibre-to-the-home to residents and fibre, fixed-wireless and VoIP services to businesses.

What it's used for

A real access network, and one of the larger ones in this range. RIS observes 59 announced IPv4 prefixes totalling 69,632 addresses and 7 IPv6 prefixes, headed by a /17 (66.146.0.0/17) and several /19s: 216.66.224.0/19, 206.251.64.0/19, 64.30.192.0/19, 66.59.224.0/19. Much of the prefix count is UIA announcing more-specifics out of its own aggregates — a /17 broken into /19s, /20s, /22s and /24s — which is routine traffic engineering for an ISP spreading subscribers across multiple head-ends.

Every prefix in the pack is registered to UIA's own ARIN objects (ULTIMATE-INT, UIA-NET-*). Self-registered space plus first-party rDNS is the clean signature of a genuine operator.

Notable

The reverse DNS is unusually informative and it all lives under uia.net: mail.uia.net for the operator's own services, 5.static.48.uia.net for statically-assigned customer addresses, ca-uia-216-66-224-5.uia.net across the bulk of the space, and fiber-ie-206-251-64-5.uia.net on the newer fibre ranges. The ca- and site codes read as California location tags, and the fiber- prefix marks the fibre plant specifically.

That is an eyeball network's rDNS: per-address generated names on customer pools, not server or tenant hostnames.

Interesting

Nine observed BGP neighbours against ~70k addresses is the right ratio for an eyeball ISP. A wholesale carrier holding that much space would peer with hundreds of ASes; UIA takes a few upstreams and points its subscribers at them. The seven IPv6 prefixes — including a /36, a /40, a /44 and two /48s out of 2606:e500::/32 — show a network that has actually deployed v6 rather than merely holding an allocation.
