What it's used for

Provider hosting. RIS sees a compact, entirely self-owned footprint: one IPv4 prefix, 204.13.52.0/22 (1,024 addresses), and one IPv6 prefix, 2604:3500::/32. The IPv4 block is registered to SERVERCLOUD itself in ARIN, and the ARIN org record carries https://www.servercloud.com` as its registration comment, so the announcing AS, the address space and the business all line up. This is a real operator on its own space, not an announcer of other people's blocks.

RIS observes one BGP neighbour, consistent with a single-site provider buying transit rather than peering broadly.

Notable

There is a gap worth naming between the company's self-description and its inventory. ServerCloud's marketing describes "thousands of servers in data centers around the world"; what this AS actually announces is a single /22 behind one upstream. Both can be true — a host can run capacity inside other providers' address space — but the routing table is the honest measure of what this AS carries, and it is a modest one.

The IPv6 allocation is a full /32, far larger than the v4 footprint. That is normal sizing for a hosting provider: v6 is handed out generously, and the /32 reflects the registry's minimum for a provider allocation, not the size of the business.
