SAISD-1 is held by the State of Alabama, Office of Information Technology — the state government's central IT agency. The handle reads like a school district, but it is not one: every prefix is registered to STATE-OF-ALABAMA-OIT and the reverse DNS resolves under alabama.gov and state.al.us.

What it's used for

This is a state government enterprise network. RIS observes 16 announced IPv4 prefixes totalling 4,096 addresses and no IPv6 — sixteen /24s, fifteen of them contiguous inside 216.226.176.0/20 plus one outlier at 198.186.229.0/24. Announcing a /20 as sixteen separate /24s is a deliberate choice, typically to steer or pin individual services rather than to acquire more space.

The sampled reverse DNS shows exactly what a central state IT shop carries: www.apib.alabama.gov (a public agency web presence), mail-ago.state.al.us (mail for a state office), and generic *.ptr.alabama.gov records. Public-facing agency services and state messaging, hosted by the state for the state.

Notable

RIS sees one BGP neighbour. Combined with a small, self-registered address footprint, that is the signature of a single-purpose government network sitting behind a transit provider — not a carrier, not a hosting operation, and with no tenants of its own.

The handle is a good reminder that an ASN handle names nobody reliably. Identity here comes from the registrant object and the .gov reverse DNS, both of which point at one owner and agree with each other.
