ZAYO-CAN-11079 is held by Zayo Bandwidth, but reading the holder alone would lead you badly astray. Almost everything this AS announces is registered to the Government of Canada: the carrier is Zayo, the space is federal. Classify it by what it carries, not by whose name is on the ASN.

What it's used for

Carrier connectivity for Canadian federal departments. AS11079 announces 28 IPv4 prefixes totalling 39,680 addresses — headed by 142.236.0.0/17 and followed by a long tail of /24s out of 198.103.0.0/16, 205.193.0.0/16 and 204.19.0.0/16 — with no IPv6 in RIS.

The registrants settle it. 142.236.0.0/17 (handle SSC-299-Z) is registered to Shared Services Canada, the federal agency that runs IT infrastructure for the Government of Canada, at 434 Queen Street, Ottawa. So are the 198.103.x blocks, under GTIS-* handles — a survival of Government Telecommunications and Informatics Services, the predecessor organisation whose network SSC inherited. The 205.193.x /24s sit under GTIS-CBLK. And 204.19.79.0/24 (NFB-ONF2) is a direct allocation to the National Film Board of Canada in Montreal.

Only two observed BGP neighbours against nearly 40,000 addresses. That is not a backbone AS — Zayo's transit business rides other numbers. AS11079 is a delivery vehicle: a dedicated ASN through which a carrier originates its government customers' provider-independent space, kept separate from the commercial network. The registration dates on those blocks run back to 1993 and were last touched in 2016, consistent with the space having changed carriers rather than owners — Zayo's Canadian business dates from its 2016 acquisition of Allstream, a long-standing supplier to the federal government.
