XBASE-ASN1 is XBASE Technologies Corp., a Toronto managed IT services provider that has been running other companies' infrastructure since 1988 — managed IT support, hosted cloud, Microsoft 365 and SharePoint migrations, VoIP and security for small and mid-sized businesses across the Greater Toronto Area.

What it's used for

Hosting and connectivity for XBASE's own clients rather than for XBASE alone. The AS announces three IPv4 /24s (768 addresses) and no IPv6: 198.96.113.0/24, plus 38.117.75.0/24 and 38.69.130.0/24.

The prefix registrations split in an instructive way. 198.96.113.0/24 is registered to XBASE itself, while both 38.x blocks sit under Cogent handles (COGENT-NB-0002, COGENT-A). That is not the address-leasing tell. 38.0.0.0/8 is Cogent's own space, and a customer announcing a Cogent-assigned /24 from its own AS is simply provider-aggregatable address space handed to a transit customer — the registrant is the upstream, not an unrelated third party in a different RIR.

Reverse DNS shows what the space carries, and it is the giveaway for the business model: alongside 05.75.xbase.com, an address in the same /24 resolves to owa.generationcapitalmgmt.com — an Outlook Web Access endpoint for a different company entirely. XBASE is hosting client-facing mail and application servers in its own address space, which is exactly what a managed service provider does.

Notable

Twelve observed BGP neighbours against only 768 addresses. That is well above enterprise territory and reflects a provider that has arranged real upstream diversity — sensible when your customers' mail and line-of-business systems live behind you and an outage is billable against you.

Interesting

The inventory is untidy in a way that is worth reading correctly. One provider-independent /24 held by XBASE, two provider-assigned /24s from its upstream, no IPv6: a small mixed estate accumulated over decades. Scattered does not mean suspicious — every prefix here traces back either to XBASE itself or to the carrier it buys from, which is precisely the test that separates a real operator from an AS announcing addresses on behalf of strangers.
