PTSINET belongs to Panhandle Telecommunications Systems, Inc. — the internet arm of PTCI, the rural telephone cooperative serving the Oklahoma Panhandle and the adjoining corners of Kansas, Texas and Colorado. It is a genuine last-mile ISP, and everything in its routing says so.

What it's used for

Residential and business broadband, video and voice for a sparsely populated rural service area. PTSI announces 21 IPv4 prefixes (20,480 addresses) drawn from three main ranges — 216.251.0.0/19, 65.79.192.0/19 and 67.219.160.0/20 — plus one IPv6 block, 2605:d800::/32.

The registrant names are the clearest evidence on the card, because PTCI has labelled its own sub-allocations by the access technology behind them: PTCIPPPOE for the 216.251.0.0/19 space (PPPoE — DSL and fibre subscriber sessions), PTCICBL for 67.219.160.0/20 (cable plant), and PTSIVDO for the 65.79.192.0/19 video range. Every prefix is registered to the operator itself, and reverse DNS is uniformly first-party: 216-251-0-5.ptsi.net, 67-219-168-5.ptsi.net, and so on across all three ranges. Self-registered space with per-address subscriber rDNS under the holder's own domain is the definition of a real access network, as opposed to an AS announcing leased address space.

RIS observes ten BGP neighbours — more than a single-homed enterprise, far fewer than a carrier. That is the profile of a well-run rural ISP that has bought diverse transit and picked up a few peers, not of a wholesale network.

Interesting

One sampled address in the video range, 65.79.192.5, resolves to cache.google.com. That is a Google Global Cache node sitting inside PTCI's own address space — content caching hardware that Google places inside eyeball networks with enough subscribers to make local delivery worthwhile. Its presence is independent confirmation that this AS terminates real end users rather than servers.
