The prefix registrants deserve a careful read, because at first glance they look like the scattered, multi-RIR pattern that flags leased or brokered address space. They are not. 103.61.42.0/23 is registered to OIAL-AU in APNIC and 103.58.182.0/23 to OIAHK-HK; 185.108.12.0/24 and 185.108.14.0/24 sit under RIPE handles BUSNET_OIAL and UK-ORBIS-OIAL; the 162.219.232.0–238.0 /24s are ARIN blocks registered to ORBIS-INVESTMENTS-LIMITED. Every one of those handles is an Orbis entity — Australia, Hong Kong, the United Kingdom, North America. This is one company holding space in four registries because it has staff in four regions, which is precisely the case the broker heuristic is meant not to catch.
