ANSI is a handle that names nobody relevant: the holder of AS11020 is Rustic Resources, LLC, not the American National Standards Institute. ARIN lists the organisation at a Sheridan, Wyoming suite address of the kind used by commercial registered agents, with a single technical contact reachable at a personal mail address in Tennessee.

What it's used for

Not determinable from the evidence, and this card will not guess. RIS observes two IPv4 /24s — 204.89.213.0/24 and 204.107.78.0/24, 512 addresses in total — plus one IPv6 /44, against a single BGP neighbour. One neighbour is a single-homed end site: whatever this network is, it buys connectivity and does not sell it. No PTRs came back on the four addresses sampled, which is a sample rather than a finding, so it neither confirms nor rules out anything about what the space carries.

The registration side is clean in the way that matters. Both /24s are registered in ARIN to the holder's own RRES-BLOCK1 and RRES-BLOCK2 handles, so this is not the scattered, third-party-registered pattern that marks leased or brokered address space.
