TIVO-SJ is registered to TiVo, Inc., the San Jose company that built the DVR business and the programme-guide and entertainment-metadata services behind it (today part of the Xperi group). The -SJ in the handle is the San Jose site, not a separate entity.

What it's used for

RIS sees 17 announced IPv4 prefixes covering 4,608 addresses, no IPv6, and 6 observed neighbours. That neighbour count is the useful signal: it is far too low for a network that resells connectivity, and comfortably in the range of a product company that buys transit at a couple of sites and peers a little. This is a first-party corporate and service network, not an access network and not a hosting provider selling space to others.

The prefixes are almost all /24s drawn from a 144.198.0.0/16-shaped parent, with a few 208.73. and 204.176. blocks alongside. Deaggregating a single parent into many /24s is what enterprises do to steer traffic between sites or providers, not what a carrier does for customers.

The workload such a network carries is TiVo's own internet-facing estate: the back-end services set-top boxes call home to (guide data, scheduling, software updates), plus corporate systems. That is inference from the company's business, not from the routing, and is stated as such.

• No PTRs were returned on the 20 addresses sampled. That is a sample, not a finding, and no claim about the rDNS zone is made here.
• The AS number and the 144.198 space date from TiVo's independent era; the company has since been through a merger with Rovi and then Xperi, but the registration and the routing still carry the original name.
