This is a corporate enterprise network, not a service provider. Every announced prefix is a /24 drawn from one contiguous run inside 159.214.192.0 upward, which is 32 consecutive /24s from what is effectively a /19 of company address space, announced individually rather than as an aggregate. Two upstreams and eight thousand addresses is the footprint of a large company's corporate IT estate: offices, business systems, remote sites and internet-facing services for a firm with tens of thousands of employees, not a network selling anything to third parties.

The deaggregation is the interesting operational detail. Announcing 32 separate /24s where one covering prefix would do multiplies the entry count in every routing table on the internet. It is usually done to keep per-site or per-provider traffic engineering flexible, and it is a very common pattern in large enterprises that grew their multihoming arrangements one site at a time.

The utility sector's corporate networks are a study in separation. Nothing routed in the public BGP table touches generation control systems: plant operations run on isolated networks by regulation, so an energy company's visible internet footprint reflects only its business side.
