AS10906 belongs to NIC.br, the Núcleo de Informação e Coordenação do Ponto BR. It is the non-profit that implements the decisions of Brazil's multistakeholder Internet Steering Committee (CGI.br) and runs the country's core internet infrastructure: the .br domain registry (Registro.br), the national CERT (CERT.br), the IX.br exchange-point system, and the CEPTRO measurement and technology projects.

What it's used for

National internet infrastructure, not customer service. RIS shows 2 announced IPv4 prefixes (200.189.40.0/24 and 200.189.41.0/24, 512 addresses) and 2 announced IPv6 prefixes (2001:12f8:8::/48 and 2001:12f8:9::/48), against 31 observed neighbours.

That combination is the point. Five hundred and twelve addresses is nothing, and yet the AS is seen by thirty-one BGP neighbours. Nobody peers that widely to reach half a /23 unless what lives there matters to everyone: registry, DNS, security-response and measurement services that Brazilian networks all depend on. The natural explanation is that NIC.br is present at its own IX.br exchange fabric, where it peers directly with a large number of participants rather than hiding behind transit.

Notable

This is a body that operates the exchange points other people peer at, so treating it as a commercial ISP, hosting provider or eyeball network would be a category error. Address space here is infrastructure for the Brazilian internet as a whole.

Interesting

IX.br, which NIC.br operates, is by some measures the largest exchange-point system in the world by number of participants, with fabrics in dozens of Brazilian cities. The organisation that coordinates all of that announces a routing footprint smaller than a single office building's worth of addresses.
