The handle invites a wrong guess. "Downcity" is the local nickname for downtown Providence, Rhode Island, and there was a well-known Providence restaurant by that name. The AS holder is neither. It is a Connecticut company, and the resemblance is coincidence, a reminder that an ASN handle is a string somebody typed, not a fact about geography.
