JCPENNEY-AS is the corporate network of JCPenney, the American department-store chain headquartered in Plano, Texas. The AS carries the retailer's own systems; it sells no connectivity.

What it's used for

Enterprise networking for a large retail estate. RIS sees 22 announced IPv4 prefixes carrying 32,768 addresses and no IPv6, against 4 observed BGP neighbours.

Every prefix comes out of one parent range, 146.235.0.0/16: two /18s plus a long tail of /23s and /24s deaggregated from inside it. That pattern — a single legacy allocation sliced into many small announcements, multihomed to a few carriers — is how a retailer with distribution centres, data centres and a large store footprint steers traffic to different entry points. It is not how a provider assigns space to customers, and the modest peer count rules out any transit role.

The reverse DNS is uniform and first-party: every sampled address resolves to 146-235-<a>-<b>-jcp.jcpenney.com. An operator-templated PTR across the whole space, naming only the holder, confirms the addresses carry the company's own hosts rather than any third party's.

Notable

No IPv6 is announced at all. That is unremarkable for a corporate AS of this vintage: public-facing retail services generally sit behind CDNs and cloud front ends that terminate IPv6 on the company's behalf, so the enterprise network itself is under little pressure to dual-stack.
