What it's used for

County government IT. RIS sees a single announced IPv4 prefix, 162.251.206.0/24 — 256 addresses — plus three IPv6 /44s from 2620:137:50xx::, against 2 observed BGP neighbours.

The proportions tell the story. A county that runs public-safety dispatch, courts, libraries, utilities and a few hundred staff systems does not need a large public IPv4 footprint: almost everything lives behind NAT on private space, and the routed /24 exists to host the handful of services that must be reachable from the internet and to give the county a provider-independent presence it keeps when it changes carriers. Two upstreams is redundancy, not peering.

The IPv6 side is disproportionately generous — three /44s against a single IPv4 /24. That is normal and even sensible: IPv6 assignments from ARIN's 2620: provider-independent block are sized for future internal addressing rather than scarcity, so a public body can take enough space to number every department and site natively while its IPv4 presence stays tiny.
