AS10838 OCEANIC-INTERNET-RR

OCEANIC-INTERNET-RR is held by Charter Communications. The handle is a fossil: Oceanic Cable was the Hawaii cable operator that became Oceanic Time Warner Cable, and -RR is Road Runner, Time Warner's consumer broadband brand. Charter absorbed the lot in the 2016 Time Warner Cable merger and now sells it all as Spectrum.

What it's used for

Consumer cable broadband. RIS sees 47 announced IPv4 prefixes carrying about 165,632 addresses and 6 IPv6 prefixes, against a single observed BGP neighbour — the giveaway that this is not an independent network at all. One peer means the AS sits entirely behind its parent's backbone, originating a slice of subscriber space rather than making its own routing decisions.

The reverse DNS confirms the customer type without ambiguity. Nearly every sampled address resolves under res.spectrum.com — Charter's residential pool naming, in the syn-0NN-NNN-NNN-NNN zero-padded form the cable plant generates automatically. A couple of samples land under biz.spectrum.com, the small-business variant, but the space is overwhelmingly residential.

The prefix list is a mix of cable-era ranges — 98.146.0.0/16, 76.178.128.0/19, 66.27.0.0/19, 24.160.40.0/21 — that predate the merger, alongside IPv6 blocks from several different Charter and Time Warner allocations (2600:5c00::/36, 2603:90b9::/32, 2605:e000:1b00::/40). Charter has consolidated the branding but never renumbered the underlying networks, so the acquisition history is still legible in the routing table.
