AFP-NET is the network of Agence France-Presse, the Paris-headquartered international news agency and one of the three global wire services alongside Reuters and the Associated Press. RIS sees 17 IPv4 prefixes carrying 42,496 addresses, no IPv6, and 6 observed neighbours.

What it's used for

AFP's own global newsgathering and distribution estate. Every announcement comes from a single legacy /16, 158.50.0.0/16: a 158.50.128.0/17, the /18s and /20s inside it, and a tail of /24s. That address space carries the agency's bureaux, its content-distribution and wire-feed systems for subscribing newspapers, broadcasters and platforms, its photo and video archives, and the internal infrastructure connecting a newsroom operation that runs across dozens of countries.

The shape is enterprise, not carrier. Six observed neighbours against 42,000 addresses means AFP buys a small number of upstreams and sells transit to nobody. The address holding is large for the headcount because it is old: an organisation that got on the internet early received a /16 when a /16 was routine, and has never had to give it back or squeeze it.

Interesting

The deaggregation down to /24s scattered through the /16 is characteristic of a network with many small remote sites: each bureau or regional hub gets a piece of the legacy block announced specifically enough to steer traffic to it. AFP is a sui generis body under French law, chartered by statute but editorially independent of the state, so despite the state involvement in its funding this is best read as a media enterprise network rather than a government one.
