What it's used for

This is government infrastructure operated through a state-owned enterprise, a structure common across Brazil: each state has its own IT company (PRODEMGE in Minas Gerais, PRODESP in São Paulo, and so on) rather than an in-house departmental IT unit. The legal entity is a company, but its customer is the state.

The AS announces 5 IPv4 prefixes totalling 16,384 addresses and 4 IPv6 prefixes, and RIS sees three observed neighbours. The address space is Brazilian throughout: the v4 sits in 200.198.0.0/18, from LACNIC's legacy Latin American range, and the v6 is 2804:bd0::/32 from the 2804::/12 block that NIC.br allocates within Brazil.

Three neighbours is an end-site signature. PRODEMGE is not selling transit; it buys connectivity, in all likelihood including a link to Brazil's national research network, and serves state agencies behind it.

Notable

The IPv6 is worth pausing on. A full /32 with more-specific /36 and /44 announcements out of it is a serious, planned deployment, not a token allocation, and it puts this network well ahead of most of its peers in this sweep, which announce no IPv6 at all. Brazilian networks in general adopted IPv6 early and hard, and a state IT utility deaggregating its /32 into /44s per site is what real operational use looks like.

Reverse DNS returned nothing on the ten addresses sampled. That is a sample, not a finding.
