Public domain-to-IP aggregation shows on the order of a thousand domain names resolving into these three small blocks. Against only 768 addresses, that density is the signature of shared web hosting, many customer sites per address, rather than an enterprise's own estate or a subscriber access pool. The likeliest reading is a local IT company that also runs hosting and connectivity for its regional customer base.

Two of the three prefixes come from its own 69.12.42.0/23, but the third, 98.100.211.0/24, sits inside Charter's address space, and the PTRs there read syn-098-100-211-005.biz.spectrum.com. That is Spectrum Business default reverse naming.

This is a good illustration of a rule that trips people up: reverse DNS shows what a block carries and who assigned it, never who holds the AS. A spectrum.com PTR here does not make this Charter's network. It means iNET announces a block reassigned to it by its cable upstream, and that block still wears the upstream's default rDNS because nobody delegated the zone onwards.
