AS10583 CHIME

CHIME is held by the Connecticut Hospital Association and is the network behind ChimeNet, the association's technology affiliate in Wallingford, Connecticut. ChimeNet has run managed network services for Connecticut healthcare since the mid-1990s and now sells connectivity, colocation, managed IT and network security to member hospitals and health systems as well as to academic, municipal and business customers.

What it's used for

RIS sees 12 IPv4 prefixes carrying 65,536 addresses — the whole of 170.163.0.0/16, announced both as the covering /16 and as a set of more-specific /17s, /22s and /24s — plus one IPv6 prefix, 2605:73c0::/32. There are 6 observed BGP neighbours.

The deaggregation is the tell. An enterprise announcing its own /16 has no reason to punch out a dozen more-specifics; a provider carving customer sites out of a parent block does exactly that, and the more-specifics let it steer individual members' traffic across its upstreams. Six peers is a small multi-homed provider, not a carrier. The sampled reverse DNS lands on vpn.cthosp.org, a remote-access concentrator for the association itself — a mechanism, not a product line, and no reason to read this as a VPN network.

A trade association that quietly became a regional ISP is an unusual origin. The healthcare framing matters operationally: this space carries clinical and administrative traffic between hospitals, which is why the network is built around private connectivity and security services rather than raw bandwidth.
