The reverse DNS is the interesting detail and it needs reading carefully. Sampled addresses come back as 198-199-195-5-static.midco.net and 198-199-195-133-static.midco.net. Midco is Midcontinent Communications, the regional cable and broadband operator across the Dakotas and Minnesota. That does not make this Midco's network. The block is registered to the hospital and announced by the hospital's own ASN; what the PTRs show is that the hospital's upstream is generating default reverse names for the space out of its own zone. A customer block very often wears its provider's rDNS, and mistaking that for ownership is one of the easiest errors to make.

The static label is meaningful in a different way: it says these are fixed assignments, not a dynamic subscriber pool, which is exactly what a hospital's public-facing systems would need.
