Notable

This is an enterprise network, and the routing shape says so plainly. A full legacy /16 behind just two upstream neighbours is a large corporation that acquired a Class B allocation early and never had to justify it since. It originates its own space, buys transit from two providers for resilience, and peers with nobody — there is no wholesale, hosting or subscriber role anywhere in the picture. The overlapping /17 and /18 announcements are ordinary inbound traffic engineering across those two upstreams, not evidence of fragmentation.

Interesting

The handle is a good example of why a registry handle is not evidence of the holder. IUMC-IT is an internal corporate code, a survivor of the Energy East / Iberdrola USA era before the 2015 rename to Avangrid; it names no entity that exists today. The holder record, not the handle, is what identifies this network.
