Notable

This is genuinely an education network, and the routing pattern is the reason to believe it rather than the word Instituto in the name — a legal name proves nothing on its own. What proves it is the shape: three dozen separate /24s, sitting in clumps of consecutive blocks, announced individually rather than aggregated. That is a multi-campus institution that acquired address space campus by campus over decades and never renumbered, each site getting its own /24. A hosting provider would aggregate; an enterprise would hold contiguous space.

Only 1 observed neighbour appears in RIS. Tec de Monterrey buys transit and does not sell it, so the AS has no wholesale role — everything inside it is students, faculty, labs and administrative systems.

Interesting

At around 9,200 routable addresses spread over 35 campuses, the university clearly runs its user population behind NAT; the public space is for servers and edge infrastructure, not per-student addressing.
