The kind here is hosting, not enterprise, and the distinction rests on what the company sells rather than on the size of the block. A 512-address enterprise would not normally bother running BGP at all — it would take addresses from its ISP. Ridgefield went to the trouble of getting its own AS and portable space precisely because it rehosts other people's sites and applications: portable addresses let it move customers between upstreams without renumbering them, which is the standard motivation for a managed-hosting shop of this size to appear in the routing table at all.
