A handful of neighbours against a large, legacy-sized allocation is the signature of an end-site that buys transit and sells none: universities multihome for resilience (typically a commercial ISP plus a research-and-education network), they do not resell reachability.
• The anchor prefix is 129.118.0.0/16 — a Class B from the era when large universities were handed /16s directly. Holding one is itself strong evidence the AS is an original institutional network rather than a later commercial reuse of the handle.
• Reverse DNS on the smaller 66.140.111.0/24 shows ttu1-1.nodes.planet-lab.org — a PlanetLab node. PlanetLab was the global academic testbed for distributed systems research, and hosting a node is something only a participating research institution does.

Interesting

• Not all of the space is contiguous legacy address; 69.65.192.0/18 and 66.140.111.0/24 come from later provider-adjacent ranges, and one sampled PTR in that block still resolves under swbell.net. That is a fingerprint of address space that arrived with a commercial circuit and stayed.
