Two things pin the network down. First, the registry: both IPv4 blocks are ARIN-allocated to the University of Texas System, not to Waller Creek Communications itself. Second, the topology: there is exactly one observed BGP neighbour, and it is the Texas Department of Information Resources network ([AS6922](https://asn.ipinfo.app/AS6922)), the state's shared telecommunications programme that carries university and public-sector traffic.

The kind is education / public sector. A single upstream, that upstream being the state's own network, and address space held by the UT System together mean this AS exists to originate university-affiliated space rather than to sell service to the public. A commercial provider does not single-home to a state agency and does not announce someone else's registry allocations with the registrant's blessing.

Treat the holder name as a legacy label. The handle predates the current arrangement, and the address registration is the honest evidence about who this space belongs to.
