AS10384 TVA

TVA is the network of the Tennessee Valley Authority, the federally owned corporation created in 1933 that generates and transmits electricity across Tennessee and parts of six neighbouring states, and manages the Tennessee River system.

What it's used for

RIS sees 15 IPv4 prefixes carrying 131,072 addresses and one IPv6 /32 (2604:700::/32). The v4 space is two contiguous legacy Class-B blocks, 152.85.0.0/16 and 152.87.0.0/16, announced both whole and deaggregated into halves and individual /24s. Two full /16s for a single organisation is a 1990s-era allocation, and the deaggregation pattern (a /16, its two /17s, then selected /24s) is what a large enterprise does to steer traffic between sites or transit links rather than anything a service provider would do.

This carries a power utility's corporate and operational IT: offices, generating plants, substations, dam and river-management sites, and the business systems behind them.

Notable

The kind is government, and the evidence rather than the name settles it. TVA is a US federal agency, wholly owned by the government, and its 131,072 addresses are matched by only three observed BGP neighbours — an enterprise with a couple of transit providers, not a network that sells anything. No eyeball ISP or carrier peers with three ASes.

Interesting

The IPv4 holding is far larger than the network's actual host count needs. It is an artefact of pre-CIDR allocation policy: apply early, get a /16, keep it forever.
