HTDC is the Hawaiʻi Technology Development Corporation, a State of Hawaiʻi

agency (created in 1983 as the High Technology Development Corporation, renamed

in 2017) attached to the state Department of Business, Economic Development and

Tourism.

What it's used for

• Network space for a state economic-development agency and the technology parks, incubators and startup facilities it runs — Manoa Innovation Center and the Entrepreneurs Sandbox among them.
• Because HTDC's job is to host tenant companies, some of this space historically served incubator tenants rather than the agency's own staff. That makes it a government network with a landlord function, not a commercial ISP.

Notable

• Government, not hosting. RIS sees 2 IPv4 prefixes / 32,768 addresses announced with only 2 observed BGP neighbours. A hosting provider or wholesale network with a /17 of space would show far more peering; two upstreams is what an end-site buys.
• The announcement is a single 167.216.0.0/17 plus one /20 more-specific — an early ARIN allocation held intact, which is what a long-lived public body looks like and not what an address-broker or a modern hoster looks like.

• The agency's remit runs well past networking: HTDC has spent two decades on hydrogen and fuel-cell work with the U.S. Air Force, and administers grant and workforce programmes aimed at diversifying an economy heavily weighted toward tourism.
