TELE-TECH is Tele-Tech Co. Inc., a small US network operator with essentially no public marketing footprint. What it does is nevertheless legible from what its addresses carry: the AS originates 208.77.184.0/22 under its own name and 208.81.20.0/22, which is registered to Emanon.com, Inc. — a closely related holder whose hosts appear throughout the space.

Colocation and small-scale hosting, with a long tail of miscellaneous customers. The sampled reverse DNS is a cross-section of exactly that: rack5.geek-o-sphere.net (a rack, named as one), dev5.bellerive.emanon.com and dev133.bellerive.emanon.com (development boxes on a named host or cluster), schtuff.fax-gate.net, and www.bethelharvestchurch.com — a church's website sitting a few addresses from a developer's sandbox. That mix, several unrelated third-party domains resolving inside one small block, is the fingerprint of a colo/hosting operator rather than an access network.

Classified hosting. RIS observes 5 IPv4 prefixes carrying 2,048 addresses — two /22s plus deaggregates — behind a single 1 BGP neighbour. One upstream is decisive against any transit or carrier reading; this network buys connectivity and resells server capacity on top of it.

Two PTRs give the operation away as a training lab: pod105ts1.jncie.net and service-pod5.jncie.net. JNCIE is Juniper's expert-level certification, and candidates practise on numbered pods of routers reached through a terminal server (ts1). Someone is running rack-mounted Juniper lab pods for exam preparation in this address space — a niche, very deliberate use of a colo.
