AS10320 ISPN

ISPN — Internet Services Provider Network — is ISPN Network Services of Lenexa, Kansas. Since 1994 it has sold managed internet services to other ISPs: hosted email, spam and virus filtering, hosted servers, network monitoring and diagnostics, and outsourced technical support for rural and independent broadband providers.

What it's used for

Running platforms on behalf of small ISPs that do not want to run them in-house. The reverse DNS is a direct sighting of exactly that: ns1.rbl.e-scout.net and ns2.rbl.e-scout.net. e-Scout is ISPN's own trademarked mail-filtering product, and rbl is the standard abbreviation for a real-time blocklist — these are the DNS servers that answer blocklist queries for the filtering service. Infrastructure hosts, in the operator's own product zone.

Classified hosting, in the platform-operator sense rather than the sell-a-VPS sense. RIS observes 2 IPv4 prefixes carrying 4,096 addresses (64.35.208.0/20 plus a /24 deaggregate) and 1 IPv6 prefix, 2607:5800::/32, behind 2 BGP neighbours. A single tidy /20, dual-stacked, two upstreams: this is a service platform, not an access network and emphatically not a carrier — a wholesale transit business would show peering in the hundreds, and ISPN's wholesale relationship with its ISP customers is contractual, not a BGP adjacency.

Interesting

ISPN is a good example of a category that is easy to misfile. Its customers are ISPs, and its name contains "Internet Services Provider Network", but it does not sell internet access — it sells the back-office machinery of an ISP. The address space carries its servers, not anybody's subscribers.
