AS10299 EMPRESAS MUNICIPALES DE CALI E.I.C.E. E.S.P.

AS10299 is the internet network of EMCALI, the municipal utility of Santiago de Cali, Colombia. Founded in 1931 and wholly owned by the city, EMCALI supplies electricity, water and sewerage and telecommunications — it is the only Colombian operator that runs all four under one roof.

What it's used for

Consumer and small-business broadband in Cali and the surrounding Valle del Cauca municipalities (Yumbo, Jamundí, Puerto Tejada and parts of Candelaria and Palmira). The telecoms arm serves on the order of 600,000 customers with fixed telephony, internet and, increasingly, fibre.

Notable

Municipally owned, but this is an eyeball network, not a government one — the distinction matters because the holder's legal name (Empresas Municipales de Cali E.I.C.E. E.S.P.) reads like a city agency. The reverse DNS settles it: every sampled address across every block resolves as dsl-emcali-<ip>.emcali.net.co — dsl-emcali-190.1.224.5, dsl-emcali-186.27.176.5, dsl-emcali-200.29.112.5. Subscriber-access naming, applied uniformly, in the operator's own zone. City hall's own offices would not be numbered like that.

Routing agrees. RIS observes 59 IPv4 prefixes carrying 82,432 addresses plus 2 IPv6 prefixes (2800:950::/32, 2803:3d60:100::/40), against just 7 BGP neighbours. A large, densely populated address pool reached through a handful of upstreams is an access provider; a carrier of the same size would show neighbours in the hundreds.

Interesting

The IPv4 space is unusually clean for Latin America — long runs of contiguous /20s out of 190.1, 190.99, 186.27 and 200.29 — reflecting LACNIC-era allocations made directly to a single large incumbent rather than assembled from the transfer market.
