Fixed internet access in Jamaica. The space carries a mix of residential broadband lines, dedicated business circuits, and hosted or on-premises servers belonging to Jamaican companies that buy connectivity from C&W.

The reverse DNS reads like an incumbent's customer estate, which is exactly what settles the kind. Three distinct patterns appear in the sample. First, subscriber lines: 5-174-131-208-br1-STATIC-dsl.cwjamaica.com — DSL access, aggregated on a broadband router, with a static address. Second, dedicated internet access: 5-32-163-208-STATIC-dia.cwjamaica.com, where dia is the industry abbreviation for a leased business circuit. Third, the customers themselves: mail.anngel.com and wisynco005.wisynco.com — Wisynco is a large Jamaican beverage and distribution group. Customer-branded PTRs inside carrier space mean the operator delegated the reverse zone to the businesses it serves.

So this is an eyeball/access network, not a carrier. RIS observes 69 announced IPv4 prefixes carrying 27,136 addresses, headed by 208.163.32.0/20, against just 2 BGP neighbours. Two adjacencies is decisive: a transit business is defined by peering breadth, and this AS has essentially none. It is an access network reached through group upstreams.

Interesting

The dsl versus dia split in the naming is a useful reminder that a technology label in a hostname describes the access method, not the customer — STATIC-dsl here sits alongside enterprise DIA in the same zone.
