an outage. Anything selling connectivity would peer with far more than two ASes,

and any eyeball network would need vastly more than 512 addresses.

The -HK-AP handle and the APNIC-range prefixes place this firmly in Hong Kong,

not mainland China: BOCI is the group's offshore investment bank, licensed and

regulated by the SFC, and its network edge lives where its regulator does.
