EASTAR-TECHNOLOGY-AP is held by Towngas Telecommunications Fixed Network Limited (TGT), the carrier-neutral fixed-line and data-centre arm of The Hong Kong and China Gas Company. TGT famously threaded fibre through the town-gas pipe network, and today runs both a fixed network and a set of Hong Kong data centres.

Both zones are TGT's, so this is space the operator delegates to its own customers rather than space it has leased away.

Treat this as hosted and enterprise space, not an eyeball pool. The -dynamic label names the assignment mechanism, not a consumer product: TGT sells to carriers, cloud providers and network-intensive enterprises, and has no residential broadband franchise. The routing agrees that it is not a wholesale carrier either — 50 prefixes against just 1 observed BGP neighbour is a heavily deaggregated customer-facing network with a single visible upstream, nothing like the hundreds of peers a transit provider carries.
