Around 2,000 addresses against 2 observed BGP neighbours places this firmly at the edge of the network: it buys transit from a small number of upstreams and resells to end customers, whereas a wholesale operator would be seen with hundreds of neighbours. The size is telling in the other direction too. A national eyeball ISP with a mass-market broadband product would need far more than 2,048 addresses even behind carrier NAT, so this is best read as a corporate and SME provider rather than a consumer one.
