AS10073 KNOU-AS Korea National Open University

KNOU-AS-KR is the network of Korea National Open University, the country's public distance-learning university. It is a campus AS, but for an institution whose "campus" is a broadcasting and courseware operation rather than a place most of its students go.

What it's used for

KNOU teaches largely at a distance, through recorded and streamed lectures, online coursework and a network of regional study centres across South Korea. The AS carries the headquarters estate in Seoul plus those regional sites: content delivery for course material, student portals and examination systems, staff networks and the usual research and administrative infrastructure.

This is education, and the evidence is the mismatch between fragmentation and peering. RIS sees 18 IPv4 prefixes / 4,864 addresses — a 203.232.172.0/23 and then a long tail of /24s spread across 61.43.x, 203.232.x, 203.249.x and 210.119.x — but only 3 observed neighbours. Read those together. Many small, scattered prefixes with almost no peering is not a commercial provider's shape; a provider fragments its space because it multihomes and traffic-engineers. A university fragments because KRNIC handed it a series of separate small allocations over the years, one per building programme or regional-centre rollout, and it announces them all from behind one or two national upstreams. The 210.119.x block in particular sits in the range long associated with Korean academic and public-institution assignments.

Distance-learning universities are unusual among campus ASes: their bandwidth profile is outbound video to the public Internet, not inbound to dormitories.
